The ice cream is going to be judged by how high you can sculpt it (in mm.).

How do we determine the mass of the butter and curds? DO we like weigh it or something?

The goal of the butter activity is to have a similar mass to the supervisor and I believe you are supposed to stop shaking once the 'butter particles' have formed which means it shouldn't be very dense (correct me if I'm wrong). I've tried this experiment and it has seemed to get out ok since it isn't frozen. Make sure to pour out all the liquid as it can factor into the mass.

On the rules it says that skin must be covered from the neck down. I think it means covered from the collarbone down, but some people on my team say it means that the entire neck must be covered by a scarf or something. I've already asked on soinc.org but I don't know if they'll respond soon enough, because our first invitational is coming up pretty soon, so I was wondering if someone could clarify that for me.

Usually, they are cool with a long sleeve shirt. If you really want to play it safe, wear a turtleneck, but do not wear a scarf because you could endanger yourself in the lab.
