Give yourself about 2 weeks to test your vehicle and make sure that it is consistent.

Section 4D of the rules talks about a #10 can on the track. What is this for? Do competitors have to steer around it?

Yes, you must steer around the can.

What degree of accuracy are you getting? I'm experiencing a distance error of +/- 1 inch and a horizontal error of +/- 3 inches. I can't seem to shake the horizontal though

How should we try to get the steering? Can we just make a really thin vehicle that avoids the can altogether?

In the rules is states that the track will be accommodated for both left and right turning vehicles. However, it never states how far to a side the track will be. Would it be safe to assume that a track width of say 2 meters on either side of the can is reasonable?

There is no kit that will accomplish exactly what the event requires that I know of. That said, there are several kits from DocFizzix that can be used as a starting platform for a working design. Their Gun-Slinger kit even includes a scrambler brake set-up though you pay a $10 premium for what amounts to less than $3 in hardware store parts. For my son's wheeled vehicle, we picked up a piece of 8-32 all-thread, a wing nut, two plain nuts, some washers, and a piece of 3/16" brass tube for $2.87.

Is the fishing pole idea better than a rubber band for the launching mechanisim?
