I think it may be Crazy Puny Man. The sassy was catching small(Puny) fish, had to fill out taxes(The kind of thing man would do), and went crazy and decided to stab it.

Man, yall are so far off track that I could swear you got salmon in your nose. The clue seemed a minnow to vague, so I toss'd a hand grenade in the water to clear it up a bit. Also, get the water out o' your ears. Ben Franklin once said "Nothing is certain except fish and taxes", but he's dead wrong on both counts. This clue ain't the slightest bit fishy.
