And why is it that paleonaps gets targeted/killed so often for the first clue? I mean what brought about that tradition?

Muhammad Ali was considered the king of the ring. All the KING's horses yadayada, was in the clue. Ali941 is an officer, and a good kill for the assassinator. He is a plausible target.
