I buried the last of the mines -- taking great care not to set any of them off -- and took my time retreating to a hillside a couple miles away where I would still be able to see the new smoking crater in the ground. I pushed the big red button on the detonator, but nothing happened. I pressed it several more times and even checked to make sure all the electronics were working correctly, but got the same result. My target had already called the bomb squad, who had removed the mines to the bomb range where they exploded with nothing more than a loud KABOOM.

The second one sounds like a famous quote that I'm just missing, but the first one sounds like a reference to John Locke. Perhaps this person's most famous words were actually said by Locke.

Regarding the clue, Thomas Jefferson's "life, liberty and the pursuit of happiness" was directly plagiarized from John Locke's "Life, Liberty, and Property"

My thoughts on each part of the clue:
Part 1: I agree with the Thomas Jefferson interpretation.
Part 2: The chronology seems a bit strange since people typically talk about peace after a war has ended, as opposed to before it has started. This could refer to the Civil War (Henry Clay's attempts to prevent the war), the Cold War (formation of the United Nations), or potentially some other war.

That hardly narrows it down; the officers are currently fairly active (everyone protected on the last clue, I believe).
