I could understand goggles if it was testing powders.. But if it is only testing salt in water, that seems interesting..

There are a lot of differing opinions on the rules committee about goggle usage, and as a result, we are a little inconsistent, but do tend to err on the side of safety. This event isn't in my committee, so I don't know what discussion if any went into this, but my guess is there is concern the the team-built hydrometers might have various chemicals / components that pose a potential eye danger.
