Division B and C Ecology are the same thing. It might be more difficult, but otherwise they are the same. As of the last time I checked, at least.

I had regionals on Saturday and the test was all short answer, but all the practice tests I found and took were all multiple choice. Are they usually short answer or multiple choice??

There's one really old one on this website

http://soinc.org/ecology_b

You could also try putting "science olympiad ecology test" in a search engine and see what comes up

Last year at regionals for me it was multiple choice except for the tie breaker. This year in C division was half MC and half short answer.

It really just depends on the proctor running the event.

Yeah, it depends. When I did it at nationals (division C), it was pretty much all short answer, if I remember correctly.
