What would be a good wheel that you could use for a FAT? I'm using roller blade wheels but something tells me I can get better.

I don't know about sites that have what you're looking for, but I can try to explain.
Attach one end of your sling to the end of your arm, and then put a nail into the same side of the arm at a slight angle. Tie the other end of your sling to a nut or something and slide that onto your nail.

I can try to look for some pictures but I hope that made enough sense by itself.

Does the energy rule apply to only Division C competitors?

Also, what do the rails and arm on a FAT trebuchet do?

it's what makes the trebuchet work! You can't have a fat without them. The arm will have wheels and an axle and those roll on the rails, and the arm is what will hold the counterweight and sling. To get a good idea of a FAT you really need to see a video, I recommend this one.

Are we allowed to use a model kit with everything needed in it to build a trebuchet as long as the trebuchet fits in the guidelines?

Yes, I think it's actually mentioned in the rules that you can do that.
