If a fin falls off when it hits the ground, does it count as a part falling off in flight, or not because it just landed?

Is there a good way to attach the fins to the rocket without duct taping the fins directly on? I know this is makes the fins able to move around, so I read that you could cut out strips from another bottle and sand that, but then glue your fins to that. After that you tape it to the bottle with packing tape. This isn't working for me
, so is there a better way?

polyurthane caulk/adhesive is a good way to go you would apply it similarly to glue
