Yes, look at the rules sheet, it will have the topics you need to know. The Meteorology page on the wiki has some great information, so you could probably make your note sheet off of that. Another good idea is to look at the sample tests. I know there's one on the North Carolina Science Olympiad page, under Event Resources.

Could someone explain geopotential height to me? I don't understand if it is a constant, or it it always changes.

For 2010, the topic is Everyday Weather, and you can bring ONE page of notes. In the Severe Storms or Climate topics, can you bring a binder/field guide, or is one page of notes the general rule?

One page of notes is the general rule. I don't know where the binder/field guide came from, but last year (Climate Change), only a cheat sheet was allowed.

For the last three 4 years of competition I can say that it has been notes

It all depends on the event. For the most part, its only one sheet of notes. However, last year for Crave the Wave, a whole binder was allowed. You just need to read the rules.
