I would assume so, because all the rules say is that the fourth domino in the sequence must initiate the next action.

Just wondering, how many of you notch your wood during building? (In other words, create little dents in your members to create a better joint?) Does it actually help? It takes me so long to notch them so I want to make sure that it's actually worth it. ;) I don't believe that is a common practice ...

The rules just say that they must be commercial dominoes. It doesn't specify from what type of game or even if they must wood or plastic

Based on the answer of the FAQ on this at https://www.soinc.org/mission-possible, I would say that if your tee is affixed to both the wall and the base then the wall and the base count as the tee holder and are not subject 10 cm clearance requirement.
