Correct me if I'm mistaken, but I'm pretty sure the cartoon shows a pulley with IMA=1. To get IMA>1, you need to incorporate a movable pulley.

What torqueburner says is right, but I would maybe suggest submitting a clarification for your state. My school is in Virginia, and someone asked a similar question. Our clarifications say that:
