I'm not exactly sure what the "immersed in water" or the volume has on the effect, except that I can assume that it's balanced (I hope) 
If the kg*m is the same on either side, 7.0kg*1.0m-4.0kg*0.6m=4.6kg*m,4.6kg*m/1.3m~=3.538kg

There could be any of 4 different genotypes, and 3 different phenotypes. It's fairly evident that vennowsah is correct, so I believe he can ask a question anytime unless the person who asked the question comes on. But we don't need to debate small technicalities.
