We are working on building our ORP sensor and the coding for it. The temperature of the water would affect the ppm we measure, so will there be a regulation on a set temperature for all the competitions? Or should we measure temperature at the competition and account that in our code?

I would say to just look at past tests from 2021-2022 since they had a very similar topic to this year.
